CCC Mark

The CCC mark is the new compulsory Safety & Quality mark for many products sold on the Chinese market.

China Compulsory Certification mark is required for a wide range of manufactured products before being exported to or sold in the Peoples Republic of China market.

The CCC Mark is required for products in 19 groups divided into totally 132 product categories.

According to Chinese laws and Regulation for Compulsory Product Certification, the Compulsory Product Certification System is applied to products related to human life and health, animals, plants, environmental protection and national security. Any product covered by the Catalogue should acquire the CCC mark before it can be marketed, imported or used for any commercial purposes in China.

Imported products without CCC mark may be held at the border by Chinese Customs and subject to other penalties. Component parts of a manufacturer's finished products may in some cases require CCC certification; in these cases, the component manufacturer is generally required to apply for the CCC mark.

The system:

The newly formed Certification and Accreditation Administration (CNCA) of the People’s Republic of China was created and has designated several certification bodies in China as Designated Certification Bodies (DCB’s) who are authorized to accept applications and evaluate products under the China Compulsory Certification law.

The certification mark consists of two elements – the core design and the letter reference indicating the type of certification. The core design is shown below:

CCC Mark

Compliance requirements may include safety and/or EMC. Standards are generally harmonized with IEC standards but may contain Chinese national deviations. Certification requires type testing as well as an initial factory audit and subsequent factory inspections. In most cases, a CB report will be accepted. However, if a valid CB report is not available, testing will most likely need to be done in China . Presently there are no CCC designated testing laboratories outside of the People’s Republic of China . Chinese authorities have published rules for the use of data generated at the manufacturer's site using the manufacturer's test equipment. Generally, this involves witness testing by a designated DCB representative.

certification. The DCB’s have little to no English language capabilities. The standards are written in Chinese and official translations are not readily available.
